Hundreds of Youths Gather at the Coast

Windhoek, April 30 - FNB Namibia handed over a sponsorship of N$100 000 to
the National Youth Council (NYC) for its second National Youth Week that
started on Monday at Walvis Bay and Swakopmund.

The sponsorship is a confirmation of FNB’s long-term relationship with the
NYC to support youth activities to grow and develop the youth for them to
become the captains of industry and assume leadership roles in government
    and the private sector.

FNB Group Corporate Communications Manager, Cassius Moetie, at the handing
over ceremony said: “FNB will always stand firm behind the activities of
the NYC. We have always been the anchor sponsor of the Annual Youth Expo
and when the NYC informed us that they intend incorporating the Youth Expo
into the National Youth Week, we had no problem with this innovation. We
agreed to continue our annual commitment and assured the NYC of our
uncompromising support in the Youth Week and moving forward.”

At the same occasion Kondjeni Ntinda, Head of Employment Promotion and
Environmental Affairs at the NYC, said that the entire youth fraternity
was happy with FNB’s bold step.

“It’s very rare that you will find corporate companies ready to invest a
definite N$100 000 in the youth annually. FNB has proved that their
corporate philosophy of How can we help you? is real and alive, hence the
    sponsorship,” he said.

“As the Head of Employment Promotion and Environmental Affairs, I can see
that FNB will reap great benefits from the youth in future. The NYC and
its members know FNB as the people’s bank because they have positioned
themselves strategically to intensify their brand in the hearts and minds
of the Namibian youth,” he asserted.

Ntinda invited all Namibians to the coastal towns to witness and
participate in the weeklong activities of the NYC’s National Youth Week.

Today and during the next three days the programme caters for the 12th
Annual Youth Expo, a microfinance workshop, a cultural evening, a Miss NYC
pageant, the Youth Expo Awards Ceremony, a cultural workshop, sport games,
a seminar on the legacy of the youth and trade union movements during the
liberation struggle and a live music show.

    ANGOLA

National Youth Council happy with public utility status

Luanda, April 4 - THE chairman of the National Youth Council (CNJ), Raúl
Augusto Lima, Saturday in Luanda, mentioned the organisation’ s public
utility status as one of the main achievements of the management ending
    its term.

The official said so while addressing the opening of CNJ’s 5th General
    Ordinary Assembly.

During the event gathering about 126 delegates from the 18 provincial
councils of youths and affiliate youth’s organisations, Raúl Lima praised
the capacity of intervention of the current management which, according to
him, made the organisation most credible, participative and active.

He also praised the organisation’ s participation with thousands of
activists in the 2008 civic education campaign on election. On the other
hand, the official highlighted the implementation of several projects
directed to the class which, in his view, have increasingly permitted the
involvement of youths in the development of associations.

The CNJ’s 5th General Ordinary Assembly will elect, among other issues,
elect its social organs for the 2009/2012 period. The NGO Angolan
Ecological Youth (JEA), which currently leads the managerial committee,
was the only to stand for another term.

The current managerial committee, whose mandate will be expiring in
October this year, has decided for an earlier assembly for the change of
the organisation’ s statutes, in view of its new public status.

JEA was elected unanimously at the organisation’ s latest general assembly
held in July 2006 and sworn in on August 12 the same year. Created in
early 1990’s, the CNJ brings together 18 provincial councils and 35 youth
    organisations in several areas.

    Gulu youth get 56 goats

Kampala, April 19 - FOURTEEN youth groups in Gulu district have received
four goats each from the National Youth Council.

from South Africa. We plan to assist 150 youth groups this financial
    year,” he said.

Omara encouraged the youth to engage in agriculture as they resettle in
their villages so as to profit from the growing market in Southern Sudan.

“We also plan to provide the youth with oxen, ox-ploughs and seeds. This
is also in line with the Government’s Prosperity-for- All programme which
we want to promote among the youth,” he said.

Omara called on development partners to support the over 350 registered
    youth projects in the region.

“We want to engage the youth in productive work because they have a lot of
energy which should not be wasted. We can only do this if they are
supported with start-up packages,” he said.

KNSG presents buses, N6m to NYCN

Abuja, April 13 - IN its continued desire to enhance youth development in
the state, Kano state government has donated two 18-seater buses and the
sum of N6 million take-off grant to Kano state branch of the National
    Youth Council of Nigeria.

The brand new vehicles and cheque were presented by the Director General
of the Directorate of Youth Development (DYD) Kano, Malam Gambo Ado on
behalf of the state governor, Malam Ibrahim Shekarau.

Speaking during the presentation ceremony held at the directorate’s office
last Friday, Malam Ado informed the gathering that the gesture followed an
early proposal put forward to the governor when the newly-elected
executives of the council paid a courtesy visit at the Government House.
According to the director general, government gives much emphasis on youth
development because any society that wants development must take care of

    DOMINICA

    NYC president concerned about illiteracy

Roseau, April 22 - PRESIDENT of the National Youth Council of Dominica is
convinced that with the many distractions present in today’s society,
children are in need of extra and special attention from the family,
church and community to ensure they receive a quality education.

Speaking at a launching of a Keira's Book Club on Tuesday at the
Agricultural Division Press Conference Room, Williams expressed concern
about illiteracy among schools within the primary and up to tertiary
    levels.

The negative influence of technology on the youth has caused a shift in
the focus of education, he recognised.

The NYC president believes that at such a pivotal era in the country’s
development it is necessary to ensure that all children have access to a
    quality education.

“It is easy for a child to forget about reading when the television is
laying their favorite cartoon or even the radio blasting the latest Triple
Kay or MFR tune. We observe that even before kids can read and complete a
sentence they are already screaming out songs or mimicking television
    characters. “

Parental intervention is one avenue that can curb the problem.

“Today’s children need extra and special attention, especially with the
wave of influences grabbing their attention... Too many children pass
through the primary, secondary and I dare say, the tertiary learning
institutions without basic reading, writing and story telling skills. The
basic construct of a sentence, paragraph or essay is difficult for many
children, and in 2009 we shouldn’t be experiencing such situations.”
    Williams noted.

“Situations like these can’t solely be the blame of the education system.
Our social institutions like the family, church and community need to take
responsibility for not only instructing our kids but also engaging their
minds to discover new worlds.” he suggested.

Williams is of the view that parental roles should not just involve the
provision of daily necessities, but assistance in educational and social
development. He also urged parents to dedicate time to read with their
    children.

Williams recommended a library at each primary school to stimulate
    children's interest in reading.

He urged every one to take better care of the youth and discontinue
resting their responsibility of their children’s development on the media.
“It is time we that we take better care of our children, and our young
people and stop leaving our country’s development and our children’s
development to the television and media.” Williams stated.

Japanese PM calls on young Japanese, Chinese entrepreneurs to jointly
    tackle financial crisis

Beijing, April 30 - JAPANESE Prime Minister Taro Aso said here on Thursday
that he hoped both Japanese and Chinese young entrepreneurs could enhance
cooperation in jointly tackling the global financial crisis.

"I believe we could learn a lesson from the crisis and build a stronger
economy and a management mechanism as well," Aso said when addressing a
luncheon meeting of over 100 Chinese and Japanese young entrepreneurs,
held by the Japanese Embassy to China and the All China Youth Federation.

Japan and China have great influence on the world economy, he said, asking
the two countries to enhance coordination and firmly oppose trade
    protectionism.

Aso, who is in Beijing for a two-day visit, spoke highly of China's
four-trillion- yuan economic stimulus package and introduced measures taken
by Japan, especially in boosting the new energy industry.

Asia has the greatest potential of becoming an open economic growth
center, Aso said, noting cooperation between Japan and China is the
precondition for the development of Asian economy.

He suggested Japan and China push forward the building of a regional
cooperation and dialogue framework, including promoting the Chiang Mai
Initiative Multilateralization , a regional foreign reserve pool, carrying
out large-scale infrastructure construction in Asia and enhancing
cooperation among Japan, China and the Republic of Korea.

Lu Hao, first secretary of the Central Committee of the Chinese Communist
Youth League, said that the Chinese and Japanese economies are highly
reciprocal and the young entrepreneurs, who have strong vigor and
innovation spirit, could share their experience and discuss measures in
    coping with the financial crisis.

"Japan and China are close neighbors in terms of geography and history,
and we chose to establish a strategic and mutual-beneficial relationship,
which is the right way for achieving a win-win situation for our two
    states," Aso said.

Aso called on young entrepreneurs from the two countries to hold candid
dialogues and contribute to the future of the two states and the world at
    large.

Ass’n calls on youth to realize establishment of youth federation

Addis Ababa, April 13 - THE Addis Ababa Youth Association (AAYA) has
called on youth to join forces in a bid to realize the establishment of
    youth federation in the country.

In an interview he held with WIC, AAYA secretary general, Behredin Awol
said the youth need to join forces and actively take part in the
establishment of the federation so that they can ensure their all rounded
    benefits.

The establishment of the federation would lay the platform for youth to
carry out the development and good governance activities in an integrated
and sustainable manner, the secretary general said.

The establishment of youth associations in the past was aimed at
satisfying the political interests of the regimes and hindered youth from
taking part in development activities in the country, he said.

The secretary general said the youth are currently organizing themselves
witn no political or other influences.

The federation would help save resources and boost the capacity of youth
to effectively undertake development activities. Unemployment, lack of
adequate knowledge and training hindered the youth from engaging in
political and socio-economic activities in the country, Behredin said,
adding conducive situations are currently put in place to enable the youth
contribute share towards the development of their country.

Unlike in the past, youth are currently actively contributing towards the
development of their country through engaging in micro and small scale
    enterprises, among others, he said.

Steering committees are established at all levels to speed up the
establishment of the federation by the end of this fiscal year, he
    indicated.

He said youth are key actors of development and called on them to organize
themselves and strengthen their involvement in the ongoing development
    activities in the country.

    SOUTH AFRICA

Cabinet on Tuesday approved the National Youth Policy (NYP) for 2009-2014

Pretoria, April 28 - THE National Youth Policy lays a foundation for the

    players.

The National Youth Commission led the process of developing the NYP
2009-2014 which was broadly consulted with different relevant stakeholders

    MALTA

Malta registers EU’s highest percentage of early school leavers

Valletta, April 28 - MALTA has the highest percentage of early school
leavers in the EU, although it has considerably lowered its initially very
high percentage, according to the first EU Youth Report published
    yesterday.

Eurostat numbers show that 37.6 per cent of students were early school
leavers in Malta in 2007. Portugal and Spain recorded 36.3 per cent and 31
    per cent respectively.

The EU Youth Report states that Europe tends to show a north/south divide
in this sector, with a number of countries, mainly from northern Europe,
    registering much lower numbers.

In all countries except Bulgaria, there are more male than female early
school leavers. In Malta, the difference is high, with 41.5 per cent being
    males and 33.3 females.

The report is a compilation of data, statistics and brief analyses on the
situation of young people in Europe, aimed at supporting the new youth
cooperation framework, while responding to the obligation for
    evidence-based policy making.

The European Commission proposes to employ a cross-sectoral approach to
address all youth related issues, with the new strategy outlining
different actions to be pursued by the commission and the member states.
As such, it constitutes a part of the EU’s coordinated response to the
    current crisis.

The strategy proposes a better, more flexible and simplified method of
coordinating youth policy among the member states, with reinforced links
with the Lisbon Strategy for more growth and jobs.

Among others, the EU Youth Report delves into the issue of young people at
    risk of poverty.

It states that the rate of young people aged 18-24 at risk of poverty,
when looking at their earned income, varies greatly across the EU, from
less than 10 per cent in Cyprus, Malta and Slovenia to 30 per cent or more
    in Denmark and Sweden.

The highest level of overall political involvement among young persons was
recorded in Denmark, Finland and Sweden, and the lowest in Latvia,
    Bulgaria, Estonia, Hungary and Malta.

The report states that young men tend to be more active, in particular
when presenting their view in an online forum or taking part in a public
    demonstration.

In two member states, the Netherlands and Sweden, more than 40 per cent of
women live with their partners, while the maximum concerning men is in
    Sweden (30 per cent).

In these cases, and generally everywhere in northern Europe, most unions
before the age of 30 are not established on a legal basis.

Meanwhile, in Greece, Italy, Poland, Cyprus, Slovakia, Malta and
Lithuania, this share does not exceed five per cent of women, representing
fewer than 20 per cent of those living in a couple in the same household.

The situation among young men is similar, showing a slightly higher
frequency of persons not living in a couple, or cohabiting.

The EU Youth Report also covers the issue of babies born outside marriage.
Over the last decade, the trend in the EU has been that more and more
babies are born outside marriage (37 per cent in 2006).

Differences between member states have grown stronger from 1996 to 2006.
In some member states, the number of babies born outside marriage has more
than doubled during this period. This is the case in Belgium, Spain,
Italy, Cyprus, Lithuania, Malta and the Netherlands.

In almost two thirds of EU member states, the overweight population
accounts for more than one third of the population aged 25-34.

Countries with the highest scores are Germany (42.7 per cent), Malta (47.8
per cent) and the United Kingdom (53.1 per cent).

A gender analysis shows that men are more overweight than women: there are
more than 50 per cent of men aged 25-34 who are overweight or obese in
Germany, Greece, Hungary, Malta, Austria, Slovakia, Finland and the United
Kingdom, while the percentage of women never goes above 50 per cent of the
    population.

    TAIWAN

Youth encouraged to take in-depth journey in Taiwan

Taipei, April 28 - THE Cabinet-level National Youth Commission (NYC) , in
collaboration with local nonprofit organizations, launched a program
yesterday to encourage people aged 15-30 to take an educational journey
around Taiwan and explore their roots.

"Given that many young people in Taiwan do not have in-depth knowledge
about the country, we hope this program will provide them a whole new way
of exploring Taiwan," said NYC minister Wang Yu-ting at a news conference
to promote the "Youth Travel Spots in Taiwan - Grand Tour" program.

The program also aims at boosting the competitiveness of people in the age
group because they can learn as much from society as in the classroom,
    Wang said.

"The youngsters should begin their grand tour of life by learning about
their homeland before heading to other parts of the world," she said.

The Grand Tour program, which lists 29 destinations in Taiwan that one
must visit before the age of 30, covers activities exposing travelers to
local eco-systems, indigenous cultures, humanitarian care and artistic
events. Lahuy Icyeh, a member of the Atayal tribe who just finished his
post-graduate studies, said at the news conference that in his trip to
Smangus Village in Hsinchu County, he not only immersed himself in the
beauty of nature but also learned about the spirit of sharing in
    indigenous cultures.

"Learning about multiple cultures is a mandatory course that everyone must
take," he said. Chang Hsin-wen, who joined an aboriginal hunter school and
took a 20km journey in Yilan County's Hapen forest, said that the journey
taught her about respecting all living creatures and the concept of

country ", he announced. Structured like NaCsa , youths themselves will
play a major role in the running of the Youth Commission.

The minister said that his ministry and the Minister of Education, Youths
and Sports , as well as youth organizations, will sensitize the entire
public about the yoth commission .The purpose of the youth commission is
multi-faceted. It will provide both training and job facilities to young
people and the program will cover urban and rural youth, in addition to
youths in the mining areas. The commission will also be a rallying point
for youths in the country and it will be non-political and non-tribal, the
    minister assured.

Hon.Kargbo also disclosed that 7 youths centres will be set up in
different parts of the country to make the program truly national.

The APC government also plans to use the National Youths Commission to set
up a national youths corps , in which new graduates from the universities
and colleges will participate in preparation for employment .

The setting up of this commission, no doubt, will bring much relief to
youths in the country , who have been clamouring for attention . Before
yesterday's development, youths in Sierra Leone had considered themselves
one of the most marginalized and neglected groups in the country. High
employment rates and lack of training facilities had gone a long way to
accelerate youth and adult delinquency as well as spike the rate of
crimes, especially theft, in the country.

NYC conducts youth dev't plan annual monitoring

Cagayan de Oro City, April 14 - THE National Youth Commission (NYC)
conducted a monitoring and evaluation workshop on the local implementation
of the 2005-2010 MTYDP (Medium-Term Youth Development Plan) for the year
2008 at Philtown Hotel in Cagayan de Oro City, April 14.

The NYC organized the event to solicit and assess information and programs
affecting the youth and determine the extent of the implementation of the
    MTYDP in Region 10.

This is provided under the Republic Act 8044 also known as the Youth in
Nation-Building Act and Executive Order No. 438 issued on 27 June 2005
which marked adoption and approval of the MTYDP 2005-2010, which serves as
the national framework for youth development and contains policies and
    strategies to achieve it.

Attended by representatives from the government and private sectors in the
Region, the data to be obtained from the one-day workshop will serve as
inputs to policy-making and program development for the youth.

The NYC also collated and analyzed the reports submitted by various
agencies and local government units (LGU) during event and recognized its
local partners in the implementation of the MTYDP.

NYC Speakers from their main office in Quezon City came to addressed
issues from different agencies and identify action gaps related to the
MTYDP to ensure that needed programs are given equal policies.

Local Red Cross starts Youth Council

Toledo, April 16 - GREATER Toledo Area Chapter of the American Red Cross
is helping local youth become involved not only in the community, but
    around the world.

The Red Cross started the Youth Council in January by partaking in
community projects and leadership roles such as service projects,
    instructor aides and chapter administration.

The Youth Council will have an April 18 meeting at which the executive
board will be nominated, said Du’aa Elnoory, youth outreach specialist.

“It’s where high school and college students come together to work for Red
Cross and represent it and carry out its mission,” she said.

The Youth Council has about 20 members, Elnoory said, but it usually gets
    new members at every meeting.

“Before we had events under Youth Council, but we didn’t have enough
members to call it a Youth Council,” she said.

Some of the schools participating are Whitmer, Scott, Northview, Maumee
Valley Country Day School, Toledo Islamic Academy, UT, Lourdes and Owens.

“We are participating in Global Youth Service Day on April 25,” she said.
“We’re going to be helping to clean up Wildwood Park and then we’re going
to The Toledo Zoo for a celebration. From now until then, we are working
on a book drive to open up a library in Machaku Village in Kenya.”

The Global Youth Service Day is a global event that takes place annually
and celebrates youth volunteers. This year, events and services around the
world will take place from April 24 to 26.

The Red Cross will have a celebration luncheon at the zoo for the Youth
Council members who will participate in the cleanup on April 25.

Although the Youth Council is a new organization under the Red Cross,
Elnoory said students are making a huge difference in other peoples’
    lives.

“They’re part of an international relief organization and I want them to
feel they’re part of it nationally,” Elnoory said. “The book drive is an
international relief fund; it wouldn’t just affect Sylvania or Toledo.”
