Argentina is organized institutionally as a Federal and Representative Republic, with 23 provinces and the federal capital located in Buenos Aires. Effects of the economic and institutional crisis of 2001: The fragility of the market due to external economic crisis, together with excessive currency appreciation was the two major causes of the deep recession that began in 1999. In this sense, it is necessary to emphasize that from the worst moment of the crisis (at the end of 2001 to the middle of 2002) the GDP is in recovery, still not reaching the levels before the recession. On the other hand, the social debt generated from the serious institutional crisis in 2001 shown in the deterioration of the standard of living and the increase of poverty, demonstrate that issue of genuine employment is one of the major tasks for the government to tackle. The National Youth Office (DINAJU): DINAJU works on the promotion, execution and coordination of specific actions to strengthen youth development and participation from the perspective of building youth citizenship, placing special emphasis on those most vulnerable. This was done through the development of social and cultural activities that offer technical assistance for participative projects either through governmental organizations or non-governmental organizations that work with youth. The Provincial and Municipal Youth Areas: By the end of 2001, half of the provinces in Argentina had youth-related areas. Instead, when revising the figures of cities with more than 100,000 habitants, the percentage of existing youth programmes had increased to 44.5%. In cities between 100,000 and 50,000 habitants, the figures are to the previous figure (42.5%). As for the creation and existence of areas in youth, it seems to be at 50,000 habitants, in which this presence diminishes more than half of the figures in places between 100,000 and 50,000 (27%) habitants.
