Promoting the value of free, independent, pluralistic media, and Community Involvement. In line with the guidance of UNESCO, we intend to work closely in promoting the value for the development of free media, independent and pluralistic, with the value for the development of community participation. In Latin America and the Caribbean, has significant experience in both dimensions, and many of them, and youth have been and are centrally integrated, from very different angles and through many different operational strategies.
Thus, young people and have worked hard in recent decades, the development and consolidation of community radio stations, television productions and alternative newspapers printed in various formats and sizes. In the same vein, more recently, and youth have been major players in intensive and dynamic new technologies of information and communication, including the Internet.
In parallel, and youth have actively integrated into various forms of community participation, emphasizing those related to the allocation of public resources (participatory budgeting), social control of public policies (social audit) and local development (municipal programs), the that have been adding to other more traditional methods (integration into community centers, cooperatives of various kinds, etc..) that have made significant impacts in their respective environments.
However, these initiatives are barely known outside their respective areas of impact, it would be highly relevant to encourage greater dissemination thereof, together with the generation of virtual spaces for the exchange of experiences and joint assessment of their achievements and limitations, with a view to future enhancement. Therefore, from the portal we will:
• Create a permanent space for meeting and exchange of experiences among Internet radio turn-articulated-with traditional media. • Translating Virtual Workshops and Seminars focusing on the value of free media, independent and pluralistic, highlighting their values and their relevance today. • Deploy a particular effort in the field of distance training, conducting training courses focusing on these themes. • Edit special deliveries of our regular series Themes and Territories, as well as our magazine, focused on those topics.
Taken together, these experiments aim to promote participatory and youths, as a contribution to the construction of citizenship and-ultimately-to build more prosperous, more democratic and more equitable.

The UNESCO Office in Quito has released a legal study on the right to information in Latin America, comparing the existing laws in 11 Latin American countries: Chile, Colombia, Dominican Republic, Ecuador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru and Uruguay. Conducted by Toby Mendel, this study confirms the commitment of UNESCO in promoting the right to information, consistent with its strategic goal of strengthening universal access to information and knowledge. |
